On Sunday, the Ministry of Climate Change, Environment and Energy, together with the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat, commenced the in-country Technical Expert Review (TER) of the Maldives’ First Biennial Transparency Report (BTR).
The BTR, submitted to the UNFCCC every two years, is a vital component of the Paris Agreement’s Enhanced Transparency Framework. It presents an in-depth account of national greenhouse gas emissions, mitigation projections, climate adaptation policies, and details on climate finance, technology transfer, and capacity-building efforts. It also highlights support needs and areas where improvements can be made.
The Maldives submitted its first BTR ahead of the 31 December 2024 deadline, becoming the third Small Island Developing State (SIDS) to do so. The country was recognised with a BTR Champion Certificate for this achievement, a testament to its dedication to international climate commitments and transparency.
The TER, which began yesterday, is intended to improve the quality and clarity of the submitted report. A team of international experts will verify data, assess the comprehensiveness of the information provided, and suggest areas where the Maldives can enhance its reporting practices, identify support gaps, and improve its monitoring systems.
Insights gathered during this review are expected to strengthen the country’s next submission in 2026. The process is also expected to help Maldives attract more targeted climate support and better address its environmental priorities.
The review marks another step in reinforcing the Maldives’ position as an active and accountable participant in the global climate arena.
