
The Boards of Directors of Maldives Securities Depository and Maldives Stock Exchange have approved a strategic restructuring of their leadership framework, aimed at strengthening governance, accountability, and long-term institutional sustainability across the capital market infrastructure.
As part of the approved changes, Noorbaan Fahmy has been appointed Chief Executive Officer and Managing Director of the Maldives Securities Depository, while also assuming the role of Chief Strategy Officer of the Maldives Stock Exchange. The appointments took effect from 1 January 2026. She has also joined the Boards of both institutions in her respective executive capacities.
According to the Boards, the revised leadership structure is intended to provide clearer strategic ownership and strengthen executive accountability, while supporting the next phase of development of the Maldivian capital market. Areas of focus under this phase include market deepening, technology modernisation, and institutional resilience.
Maldives Securities Depository and Maldives Stock Exchange said the restructuring reflects a forward-looking approach to leadership and governance, aligned with evolving market requirements and national financial sector objectives.
Noorbaan has served both institutions for more than seven years in senior executive roles, including as Chief Operating Officer, Legal Counsel, and Company Secretary. During this period, she has been directly involved in governance reform, operational structuring, systems development, regulatory alignment, and stakeholder engagement across the capital markets ecosystem.
In her role as Chief Executive Officer and Managing Director of the Maldives Securities Depository, Noorbaan will oversee the organisation’s overall management and strategic direction. As Chief Strategy Officer of the Maldives Stock Exchange, she will lead long-term strategic planning and institutional development initiatives.
Prior to joining MSD and MSE, Noorbaan Fahmy served as Counsel at the Capital Market Development Authority. Her professional background spans regulatory, legal, operational, and strategic functions within the Maldivian financial sector.
Noorbaan holds a Bachelor of Laws degree from the University of Bristol and a Master’s degree in Public Policy and Management from SOAS University of London.
