EOI Open for USD 35M Cargo Handling Facility at Thilafushi

An invitation for Expressions of Interest (EOI) has been announced for the development of a new cargo handling facility on Thilafushi Island, Kaafu Atoll. The USD 35 million project aims to expand the Maldives’ port infrastructure and alleviate congestion at Malé Commercial Harbour.

Issued by Maldives Ports Limited (MPL), the call seeks qualified contractors and financing partners to undertake the development under an Engineering, Procurement, Construction and Financing (EPC+F) model. The facility will include both international and domestic quay infrastructure, cargo handling areas, support buildings, utilities, and essential port equipment.

The project is set to feature a 70-metre international deep-water quay and a 650-metre domestic quay, along with heavy-duty pavement, warehouse space, lighting systems, and water and sewerage networks. While separate from the broader Malé Port Relocation Project, the facility aligns with national infrastructure plans and is expected to later transition into a dedicated bulk cargo terminal.

EOI submissions must include a formal letter of interest, company profile, and details of relevant port development experience. Proposals must be submitted in English by 14:00hrs on 7 May 2025 via tender@port.mv. Submissions from non-official domains will not be accepted.

Shortlisted candidates will be invited to participate in the next stage of the procurement process, which will include a detailed Request for Proposal (RFP). Full submission details and further information are available on MPL’s investment portal.
