President Dr Mohamed Muizzu today unveiled the revised master plan for Hulhumalé, 24 years after the original plan was introduced. During a special ceremony held in Hulhumalé, the President outlined the updated blueprint, which incorporates the integration of Phase Three into the current urban layout.
As part of the event, Minister of Cities, Local Governance, and Public Works, Adam Shareef Umar, officially launched Hulhumalé’s new website.
In his address, President Muizzu emphasised that the updated masterplan aligns with his broader vision to transform Hulhumalé into the nation’s financial capital—complementing Malé’s role as the administrative centre.
“I truly aim to establish this place as a financial centre. My primary goal is to make Hulhumale’ the financial hub to complement the administrative centre of the government in Male’ city,” President Muizzu said.
He also highlighted the recently inaugurated International Financial Centre as a significant step towards this ambition.
Key Features of the New Masterplan
Ahmed Zinaf, Chief Planning Officer at the Housing Development Corporation (HDC), outlined several key elements of the revised master plan. He revealed that the plan will introduce green corridors and 11 connecting pathways between Phase Three and the existing areas of Hulhumalé. This is a significant improvement from the previously planned single pathway, which would have likely caused traffic congestion and hindered mobility.
The plan also includes the construction of a new ferry terminal, enabling direct access to Rasmale’. Additionally, it proposes the development of a safari marina and a dedicated speedboat marina to accommodate safari vessels and private speedboats, which currently lack adequate docking facilities.
A new T-jetty for cargo operations, along with warehouses and distribution centres, will further expand the area’s logistical capabilities. The master plan also calls for a port expansion of approximately 17 hectares, increasing the total harbour area from 36 to 53 hectares.
Upon full implementation, the master plan is expected to create an estimated 93,000 new jobs—raising the total number of employment opportunities in the area to 224,000. This growth will stem from increased commercial and office spaces, as well as the introduction of new industries.
Launch of the New HDC Website
The newly launched HDC website aims to streamline access to services for residents and developers. Designed for ease of use, the platform will speed up the approval processes for building permits and bid submissions. It also includes a whistleblower portal to promote greater transparency in the corporation’s operations.
