The Ministry of Tourism and Environment has announced legal action against Kihaadhuffaru in Baa Atoll, known as Kihaa Maldives, after finding the resort in breach of the Maldives Tourism Act and failing to comply with minimum operating standards.
According to the ministry, the resort was leased to Athama Marine International Pvt Ltd under an agreement to operate as a tourist property. However, its temporary licence, granted under specific conditions, expired on 27 September 2024 and was not renewed. Despite this, the company continued to run the resort and accommodate guests.
Authorities confirmed that Athama Marine International had already been fined twice for operating without a valid licence and for allowing guests at the property without authorisation. The ministry said further legal measures were now being pursued in coordination with other relevant authorities to end the non-compliant operations.
“The resort has failed to maintain the minimum standards stipulated by the Ministry,” the announcement stated. “Given this breach, the Ministry urges all related parties to find alternative options for their existing and new bookings.”
Kihaa Maldives, a 124-villa property located near Hanifaru Bay in the Baa Atoll UNESCO Biosphere Reserve, has long been marketed as a mid-to-upscale resort offering beachfront and overwater villas, diving, and marine experiences. The property has undergone several management changes over the years, but remains under the ownership of Athama Marine International.
The ministry has not yet disclosed the specific steps it will take against the company, but said legal measures are being expedited to ensure the resort is brought into compliance with national tourism laws.
