President Announces Major Infrastructure and Tourism Projects in New Decree

President Mohamed Muizzu has issued Presidential Decree No. 6/2025, introducing amendments to a previous decree that outlines projects eligible for cross-subsidy investment and the minimum financial commitments required for such developments. The updated decree, issued under the Maldives Tourism Act, details several major infrastructure and tourism projects across the country.

Among the key initiatives outlined in the decree is the development of multiple airports on islands across the Maldives. These include HA. Dhidhdhoo, HDh. Makunudhoo, Sh. Komandoo, Sh. Milandhoo, Sh. Bileiyfahi, R. Fainu, R. Alifushi, B. Thulhaadhoo, AA. Mathiveri, M. Muli, F. Nilandhoo, Th. Guraidhoo, and Th. Vilufushi. Additionally, one airport is planned for Huvadhu Atoll, with two more set to be developed in Laamu Atoll.

In the tourism sector, the decree mandates the implementation of the Asseyri tourism project in Laamu Gan and Addu City. It also approves the reclamation of 15 hectares of land from K. Giraavaru lagoon for the ‘Hope Island’ project, designed to support at-risk children. A further 30 hectares of land in the same lagoon has been allocated for the development of a new Central Prison Complex.

The decree places emphasis on enhancing national security and addressing housing needs through extensive land reclamation projects in Rasmale’, Gulhifalhu, Giraavarufalhu, and Uthuru Thila Falhu.

Infrastructure improvements are also highlighted in the decree, including road construction and utility network development in newly reclaimed areas. The plan further outlines the creation of several causeway links to improve connectivity between islands. These links will connect Th. Veymandoo and Th. Kin’bidhoo, Th. Dhiyamigili and Th. Madifushi, L. Hithadhoo and L. Kunahandhoo, L. Kalaidhoo and L. Dhan’bidhoo, as well as M. Muli and M. Naalaafushi.

The decree also calls for the establishment of a High-Performance Centre aimed at strengthening national capabilities across various sectors.
