President Muizzu Pledges Written Housing Guarantee for All Eligible Citizens by Year-End

President Dr Mohamed Muizzu has reaffirmed his administration’s commitment to addressing the Maldives’ housing crisis, announcing a bold initiative that will see every Maldivian citizen aged 18 and above—who does not currently own a home—receive a written housing guarantee by the end of 2025.

In an exclusive interview with PSM News, President Muizzu outlined key elements of his government’s nationwide housing policy, which aims to ensure equitable access to housing for all citizens, whether in Malé City or across the atolls.

“This is a very important promise, and I will ensure that no citizen remains without their own home,” President Muizzu stated. He explained that the written guarantee will serve as formal confirmation of housing allocation—whether in the form of a plot of land or an apartment—with the allocation process set to begin soon after the issuance of the document.

Housing units will be sourced from ongoing land reclamation and development projects in the Greater Malé region, including Gulhifalhu, Giraavaru Falhu, Uthuru Thilafalhu, and Ras Malé. These areas are being transformed into liveable urban spaces equipped to meet the housing demands of a growing population.

In parallel with efforts in the capital, the government has also committed to expanding housing opportunities in the atolls to ensure comprehensive nationwide coverage. This is part of a broader housing strategy aimed at reducing population congestion in Malé and promoting regional development.

President Muizzu also highlighted major projects currently underway in the Greater Malé area, including the construction of 2,000 apartments in Malé, 500 units in Villimalé, and 4,000 housing units in Hulhumalé—funded under the Indian Line of Credit. These developments are expected to significantly enhance the availability of affordable housing in the capital region.

The issuance of a written housing guarantee marks a significant policy milestone, offering citizens a tangible assurance of the government’s commitment to housing security. For the corporate and real estate sectors, this move signals increased demand and opportunity within the housing and infrastructure development landscape of the Maldives.
