President Reassigns LRA to Ministry of Homeland Security and Technology

President Dr. Mohamed Muizzu has reassigned the Labour Relations Authority (LRA) to the Ministry of Homeland Security and Technology, effective from 6 August 2024. This decision was made at the President’s discretion, as permitted by Section 116 of the Constitution of the Republic of Maldives, following a recommendation from the Cabinet. The move aims to address issues related to undocumented expatriate workers more effectively.

Previously, the LRA was under the Ministry of Higher Education, Labour and Skills Development. The LRA, established by the Employment Act (2/2008), is responsible for ensuring compliance with employment laws in the Maldives. Its duties include conducting workplace inspections, investigating non-compliance with labour laws, and implementing administrative steps required for adherence to the Employment Act.

The LRA’s mandate includes the authority to inspect workplaces, obtain records and information about employment conditions, and enforce penalties for violations of labour laws. Inspections by the LRA are crucial for maintaining fair labour standards, protecting workers’ rights, and ensuring safe working conditions.

In addition to compliance audits and inspections, the LRA plays a vital role in resolving labour disputes. It utilises various mechanisms, including arbitration, to handle conflicts between employees and employers. The reassignment to the Ministry of Homeland Security and Technology is expected to enhance the LRA’s capabilities in tackling labour-related issues, particularly those involving expatriate workers.
