Maldives Immigration Detains 31 Undocumented Workers in Latest Raids

Maldives Immigration has detained 31 individuals in a series of coordinated operations targeting areas with high concentrations of undocumented workers in Malé and Hulhumalé. These actions are part of ongoing efforts to combat illegal labour practices and address the challenges posed by undocumented migrant workers in the country.

Focus on High-Risk Areas

In Malé, immigration officers concentrated their efforts on the local market area, a known hub for migrant workers and their businesses. During the operation, vessels docked at and departing from the harbour were inspected, and 148 migrant workers were questioned. This resulted in the detention of 23 individuals, including 22 men and one woman, for lacking proper documentation.

In a separate operation in Hulhumalé, eight individuals were apprehended while conducting unauthorised street-side vehicle washing services. These individuals were found to have no valid visas or identification.

Broader Context: Operation Kurangi

These raids are part of a broader initiative under the nationwide ‘Operation Kurangi’, launched in May 2024. This multi-year programme aims to create a comprehensive registry of migrant workers by collecting biometric data. As of December 2024, biometric data from over 18,000 foreigners across 194 islands have been collected, with the goal of reaching full identification of migrant workers over the next three years.

Challenges of Undocumented Migrant Workers

The Maldives has long faced significant challenges with undocumented migrant workers, who are estimated to number around 63,000 out of the 180,000 migrant worker population. These workers, primarily employed in the construction and tourism sectors, often endure exploitative conditions such as wage theft and unsafe living environments.

Government’s Multi-Faceted Approach

In addition to Operation Kurangi, the government has implemented platforms like ‘Immigration Watch’, enabling the public to report suspected cases of immigration violations. These initiatives, alongside the deportation of 4,000 undocumented workers this year, reflect a comprehensive strategy to address immigration challenges.

By intensifying efforts to regulate and monitor migrant workers through initiatives like Operation Kurangi, the Maldives aims to safeguard national interests, promote accountability, and create a structured system for legal migration.
