Gov’t Seeks Consultants for Master Plan of Malé Center Point

The Ministry of Finance and Planning, on behalf of the Ministry of Construction, Housing and Infrastructure, has issued a request for expressions of interest (EOI) from qualified firms to provide design consultancy services for the proposed Malé Center Point (MCP) development project.

According to the public notice released on 6th May 2025, the objective of the consultancy is to deliver a full suite of design-related services, including a comprehensive survey, master plan development, conceptual and architectural designs, as well as the preparation of technical specifications and tender documents for the landmark project.

The planned MCP development is expected to be a key urban infrastructure initiative in the capital. Although specific project details have not been disclosed in the EOI document, the scope suggests a large-scale project that could reshape central Malé’s urban layout.

Firms interested in participating are required to demonstrate at least 15 years of general experience in the field and a minimum of 10 years of specialised experience in similar projects. While key experts will not be evaluated during the shortlisting phase, the EOI must clearly state the proposed roles for each expert.

The selection process will follow the Quality and Cost-Based Selection (QCBS) method outlined in national procurement regulations. Consultants may also form joint ventures or sub-consultancy arrangements to strengthen their qualifications, with joint venture partners bearing collective responsibility if selected.

Submissions must be sent to the National Tender Department by 2:00 p.m. local time on 27th May 2025. The Ministry noted that a more detailed Terms of Reference (TOR) will be made available on its official website starting from 7th May.
