Key points

The Maldives Inland Revenue Authority (MIRA) has published its comprehensive user guide for the newly introduced Maldives Guest Information System (MGIS) Web Portal, establishing a mandatory digital framework for guest tracking and Green Tax reporting across the country’s tourism sector.

The user manual details the operational mechanisms, system integration procedures, and compliance deadlines for tourist establishments, including resorts, guesthouses, hotels, and safari vessels.

The MGIS portal represents a structural overhaul in how MIRA collects guest data and processes Green Tax declarations. Under the new workflow, operators must register guest check-ins, record stay details, and process check-outs digitally in real time.

This continuous digital record feeds directly into MIRA’s tax system, automatically pre-filling monthly Green Tax returns for tourist establishments. The system eliminates manual information sheet submissions, reduces calculation errors, and streamlines the monthly reconciliation process for operators prior to final tax submission.

MIRA has structured the rollout across distinct taxpayer groups, establishing phased deadlines for system integration and mandatory data submission through the portal.

To accommodate varying operational capacities, the authority provides three reporting routes for tourist establishments. These include direct Property Management System (PMS) and API integration for automated background synchronization, bulk data uploads using standardized templates for batch processing, and manual web portal entry for directly keying in individual guest check-ins and check-outs via the MGIS dashboard.

The guide outlines administrative and security requirements for participating businesses. MIRA creates the initial primary user account for each taxpaying entity, granting designated representatives the authority to manage staff access, generate API integration keys, and oversee user roles.

MIRA emphasizes that despite automated features or vendor integrations, overall legal responsibility for data accuracy, timely guest reporting, and final Green Tax return verification remains strictly with the registered establishment.

Taxpayers and tourism industry operators can access and download the full user guide directly through the designated link.
