A regulation has been created in order to make it possible for proposals to be sent in to the government without having to bid on governmental projects. The main purpose of this ordinance is to allow projects to be carried out by those appointed for it by the President after discussions with the cabinet for projects being carried out with the aid of a foreign country or with the assistance of a concessional loan.
The regulation implies that the contractor’s financial capability and expertise for the project should be ensured before handing over the work to them. It additionally states the responsibilities and duties of those who send in proposals in compliance with the aforesaid regulation.
However, this regulation does not apply to proposals to be sent in for projects which had announced looking for a contractor or those which will be announced for in the future. Such proposals can however be discussed with relevant authorities.
