Digital Summit Highlights Citizen-Led Approach to Maldives’ Transformation Agenda

A national push to digitise public services and governance took centre stage as the Maldives Digital Summit opened in Malé, bringing together policymakers, international experts and technology practitioners to advance the country’s Digital First Nation agenda.

Held at Barceló Nasandhura, the summit forms part of the government’s broader Maldives 2.0 initiative, which aims to modernise state systems and expand digital access across the archipelago. The event is being positioned as a platform to align institutional efforts and shape the next phase of the country’s digital development.

Speaking at the opening, Minister of Homeland Security, Labour and Technology Ali Ihusaan framed digital transformation as a structural necessity rather than a policy choice, given the Maldives’ dispersed geography. He said improvements in technology are narrowing distances between islands, enabling more consistent delivery of government services and strengthening communication between institutions and citizens.

The government’s approach includes building core digital infrastructure such as a national digital identity system, integrated information exchange platforms and interconnection services. These are intended to streamline administrative processes and support a shift towards data-driven governance.

Minister Ihusaan also pointed to the need for locally driven solutions, stating that long-term effectiveness depends on initiatives reflecting the needs and priorities of Maldivians. “Transformation must be initiated by the people and include the solutions of the people,” he said.

The summit features contributions from international speakers, including a former Deputy Prime Minister of Moldova for Digitalisation, as well as experts from South Korea’s National Information Society Agency and the United Kingdom’s Government Digital Service. Their participation reflects an effort to draw on external models while adapting them to local conditions.

Running until 29 April, the event is held alongside the Digital Maldives for Adaptation, Decentralization and Diversification project, supported by the World Bank. Discussions are expected to focus on strengthening coordination between institutions and establishing the foundations for a more integrated digital ecosystem.
